למנצח מזמור לדוד שיר לך דומיה תהלה אלקים בציון. זה שאמר הכתוב (ישעיה מב יד) החשיתי מעולם אחריש אתאפק כיולדה אפעה. ואומר (שם סד יא) העל אלה תתאפק ה' (שם ט-י) ערי קדשך היו מדבר וגו' בית קדשנו ותפארתנו. אמר להם (שם כז ד) חמה אין לי איני יכול לעשות אלא מה אעשה מדת הדין נותנת שאחריש. (שם) מי יתנני שמיר ושית במלחמה כך אמר הקב"ה יכול אני לעשות אלא מדת הדין אינה נותנת. לכך אמר דוד לך דומיה תהלה יכול אתה לידום הכל נותנין לך תהלה על שדממת על הקול שנתנו בציון שנאמר (איכה ב ז) קול נתנו בבית ה' ומהו הקול שנתנו שאמרו ידינו רמה (דברים לב לז) ואמר אי אלקימו צור חסיו בו. לך דומיה תהלה אתה דומם ואני דומם שנאמר (תהלים לז ז) דום לה' והתחולל לו. (איכה ג כו) טוב ויחיל ודומם לתשועת ה':

A Psalm of David, a song: In you, O G-d, silence is praise in Zion. As it is written, "I have kept silent for ages, I have been quiet and restrained myself like a woman in labor" (Isaiah 42:14), and it is also written, "On account of these things, O Lord, we hold back" (Isaiah 64:10), "Our holy and beautiful house, where our fathers praised you, has been burned by fire" (Isaiah 64:10). He said to them, "I have no strength left, I can only be silent. What can I do? The judgment demands silence." (Isaiah 38:14) "Who will grant me strength to fight in battle?" So too, the Holy One, blessed be He, can act, but the judgment does not allow it. Therefore, David said, "In you, O G-d, silence is praise." You can be silent and everything will be given to you in praise, for you have been quiet about the voice that was given in Zion, as it is said, "They have given their voice in the house of the Lord" (Lamentations 2:7). What is the voice they gave? "Our hands are raised" (Deuteronomy 32:27), and it is said, "In G-d is my rock, my refuge" (Psalm 62:7). "In you, O G-d, silence is praise." You are silent, and I am silent, as it is said, "Be silent before the Lord and wait patiently for him" (Psalm 37:7), and "It is good to wait in silence for the salvation of the Lord" (Lamentations 3:26).

שומע תפלה עדיך כל בשר יבואו תפלת כל בשר אתה שומע ושלנו אי אתה שומע. (לך ישולם נדר לכך נאמר) שומע תפלה עדיך כל בשר יבואו מלך בשר ודם אינו יכול לשמוע מן שנים ושלשה בני אדם כאחד וכל שכן מן הכל והקב"ה אינו כן הכל מתפללין ולוחשין לפניו ומן הכל הוא שומע שנאמר שומע תפלה עדיך כל בשר יבואו. בשר ודם מתמלאת אזנו משמוע והקב"ה אינו כן אלא (קהלת א ח) לא תמלא אזן משמוע. הוי שומע תפלה. בשר ודם נכנס לבית הכנסת ורואה אותן מתפללין מתפלל עמהן והקב"ה שומע. (אל תפלת כל אתה שומע ושלנו אין אתה שומע). (איכה ג ח) גם כי אזעק ואשוע. (שם מד) סכותה בענן. אמר להם מה אתם מבקשים שאמחול שגגות או זדונות. אמרו לפניו אין אנו מבקשין לא שגגות ולא זדונות ולא תעלומות אלא דברי עונות גברו מנו פשעינו אתה תכפרם:

Hear our prayer, all flesh will come before You. The prayer of all flesh You hear, but ours You do not hear. (We shall pay our vows, as it is said) Hear our prayer, all flesh will come, even the king of flesh and blood cannot hear from two or three people at once, let alone from everyone, but the Holy One, blessed be He, hears everyone who prays and whispers before Him, as it is said, "Hear our prayer, all flesh will come." Flesh and blood's ears are filled with what they hear, but the Holy One, blessed be He, is not so, as it is written, "Do not let your ear hear." Be the One who hears our prayer. Flesh and blood enter the synagogue and see them praying, praying with them, and the Holy One, blessed be He, hears. ("You hear the prayer of everyone, but ours You do not hear.") (Lamentations 3:8) "Even when I cry out and call for help." (Exodus 40:38) "The cloud of the Lord was upon the tabernacle." He asked them, "What do you seek? Shall I dance on the roofs or on the transgressions?" They said to Him, "We do not ask for roofs, transgressions, or mysteries, but only for the words of our sins. Our transgressions have increased, You will atone for them."

אשרי תבחר ותקרב אשריו מי שאתה מקרב בחצריך ולא בחצר אלא במרום (תהלים לו ח-ט) מה יקר חסדך אלקים וגו' ירויון מדשן ביתך. וגם בני קרח אומרים (שם פד יא) כי טוב יום בחצריך מאלף. וכן הוא אומר (שם ה) אשרי יושבי ביתך:

Blessed is the one you choose and bring near, blessed is he who is allowed to dwell in your courts. We will be satisfied with the goodness of your house, the holy temple. How precious is your lovingkindness, O G-d! Therefore the children of men put their trust under the shadow of Your wings. They shall be abundantly satisfied with the abundance of Your house, and You shall make them drink from the river of Your pleasures. The sons of Korah also say, "For a day in your courts is better than a thousand elsewhere." And it is said, "Blessed are those who dwell in your house."

נוראות בצדק תעננו אלקי ישענו. ר' חנינא בר פפא שאל לרבי שמואל בר נחמני ואמר לו מהו (איכה ג מד) סכותה בענן לך. אמר לו שערי תפלה פעמים פתוחים ופעמים נעולים אבל שערי תשובה אינן ננעלין לעולם שנאמר מבטח כל קצוי ארץ וים רחוקים. מה הים הזה אינו ננעל לעולם אלא כל מי שמבקש לרחוץ בו רוחץ בכל שעה שהוא רוצה כך התשובה בכל שעה שאדם רוצה לעשות תשובה עושה והקב"ה מקבלו אבל לתפלה עתים יש לה. רבי יוסי בר חלפתא אומר (תהלים סט יד) ואני תפלתי לך ה' עת רצון אלקים ברב חסדך. עתים הם לתפלה. ר' ברכיה ור' חלבו ורב ענן בר יוסף בשם רב אידי אמר אף שערי תפלה אינן ננעלין לעולם. בן עזאי ורבי עקיבא. חד מנהון אמר מי שהוא גומל חסדים יהא מבושר שנשמעת תפלתו שנאמר (הושע י יב) זרעו לכם לצדקה קצרו לפי חסד מה כתיב אחריו עת לדרוש את ה' שהוא מתפלל להקב"ה והוא נענה ויהא מבושר שתפלתו נשמעת. ואחרינא אומר איני כמבטל דברי רבי אלא כמוסיף על דבריו. (תהלים ה ח) ואני ברוב חסדך אבא ביתך מיד (שם סט יד) ענני באמת ישעך:

Nora'ot b'tzedek ta'anenu Elohei yeshu'otenu. Rabbi Chanina bar Papa asked Rabbi Shmuel bar Nachmani, "What does it mean, 'Her Sukkah is in a cloud for us?'" He replied, "The gates of prayer are sometimes open and sometimes closed, but the gates of repentance are never closed, as it is written, 'The hope of all the ends of the earth and of the distant seas.' Just as the sea is never closed to anyone who wishes to bathe in it, so too the gates of repentance are always open to anyone who wishes to return. And the Lord accepts him. But prayer has its times. Rabbi Yosei bar Chalafta says, 'And as for me, let my prayer come to You, Lord, at a favorable time. In the abundance of Your mercy, answer me with the truth of Your salvation.' There are times for prayer. Rabbi Berekiah, Rabbi Chilbo, and Rav Anan bar Yosef say in the name of Rav Idi that even the gates of prayer are never closed. Ben Azzai and Rabbi Akiva disagree. One of them says that whoever practices kindness should be confident that his prayer is heard, as it is written, 'Sow righteousness for yourselves, reap the fruits of mercy.' What is written after it? 'Break up your fallow ground, for it is time to seek the Lord.' He prays to the Lord, and he is answered, so he should be confident that his prayer is heard. The other says, 'I do not reject the words of Rabbi, but I add to them. 'But as for me, through the abundance of Your steadfast love, I will enter Your house; I will bow down toward Your holy temple in awe of You.' Answer me, G-d, in Your faithfulness, in Your salvation that never fails."
