The Edot HaMizrach blessings for lighting Shabbat and festival candles.
When to say it
At the proper local candle-lighting time before Shabbat or a festival.

Shabbat candles
נרות שבתבָּרוּךְ אַתָּה יְהֹוָה, אֱלֹהֵינוּ מֶלֶךְ הָעוֹלָם, אֲשֶׁר קִדְּשָׁנוּ בְּמִצְוֹתָיו, וְצִוָּנוּ לְהַדְלִיק נֵר שֶׁל שַׁבָּת:
Blessed are You, Lord our G-d, King of the universe, who has sanctified us with His commandments and commanded us to light the Shabbat candle.

Blessed are You, Hashem, our G-d, King of the universe, Who sanctified us with His commandments and commanded us to light the candle [when the festival falls on Shabbat, add: of Shabbat and] of the festival.
